ORDER RESCINDED see 25-0033, please see Order 25-0033: $200,000 fine levied by acting as a surplus line broker in the state of Washington without being licensed, and by allowing an employee to act as a surplus line broker without being licensed, and by procuring surplus line coverage in the state of Washington without being licensed as a surplus line broker, Robicheau and the Agency violated RCW 48.15.020(2), RCW 48.15.040(1), and RCW 48.17.060(1), by accepting commissions for surplus line insurance policies without being licensed as a surplus line broker in the state of Washington, Robicheau and the Agency violated RCW 48.17.490(2), by causing to be filed with the Surplus Lines Association of Washington policy certifications bearing the name of a surplus line broker who did not procure the policy, Robicheau and the Agency violated RCW 48.15.050 and WAC 284-15-030(2), by conducting the business of insurance in Washington state while using entity names that are not their legal name and not licensed with the Office of the Insurance Commissioner, the Agency violated RCW 48.30.040. The above violations justify the issuance of a cease and desist order under RCW 48.02.080(3)(a) and RCW 48.17.063(4)(a).
