SBCC staff provides technical assistance in response to questions and issues dealing with statewide amendments to the model codes. Any such information is the personal opinion of the staff member and is not a formal interpretation of the Council. All final decisions and opinions rest with the local building department.
The Council's Policies and Procedures, in WAC 51-04-060, contains the provision that the Council may issue opinions relating to the codes only at the request of a local or state official, or their designee, responsible for implementation and enforcement of the specific code provision on which the opinion is requested. For the Council to provide a formal interpretation, a letter requesting the interpretation needs to be submitted by a code official. Again, the final authority rests with the local jurisdiction and any Council opinion is advisory only.
