Marijuana Processing and Extraction Facilities - The Council adopted rules for marijuana permitting, processing and extraction that went into effect on July 1, 2015.These rules will also be considered during the 2015 rulemaking cycle. Submit written comments

The Council is entering the comment period on proposed rules to adopt the 2015 State Building Code. The first Public Hearing will be held in Spokane on September 11, 2015, with a second Public Hearing in Olympia on October 16, 2015. Written public comment must be submitted by October 23, 2015. The rules are anticipated to be effective July 1, 2016.
The 2015 State Building Code is comprised of the codes noted below.

2015 International Building Code - This code also includes ICC/ANSI A117.1-2009, Requirements for Accessible and Useable Buildings and Facilities, and the 2015 International Existing Building Code. This code also includes the proposed amendment to Section 306.2, adding marijuana growing and extraction to the list of Group F-1 occupancies. Submit written comments on the 2015 IBC
2015 International Residential Code - This code includes the proposal for automatic fire sprinklers in townhouses and the proposal for exemptions from sprinkler requirements for some short term rentals. Submit written comments on the 2015 IRC
2015 International Mechanical Code - This code also includes the 2015 International Fuel Gas Code, the 2015 National Fuel Gas Code, and the 2015 Liquefied Petroleum Gas Code. Submit written comments on the 2015 IMC

Recently Enacted Rules All of the rules noted below can be found in insert page format on the Codes Page.
These rules were adopted effective May 1, 2015:
Section M2302 - Installation of PV solar energy systems. This rule allows installation of panels and modules without an engineering report if certain criteria is met.
Section R302.2 - Townhouse fire separation. This rule clarifies the requirements for separation of townhouse units.
Section 903.2.3 and Definitions. This rule makes the building code definitions for "portable school classrooms" and "cluster" and requirements for fire sprinklers in the same consistent with the fire code.
Table 2902.1. A footnote is added to the Group E classification, allowing the building official to use 100 square feet gross area for occupant load calculations for plumbing fixtures.
Section 907.2.3. This rule raises the exemption for Group E manual fire alarms from 30 occupants to 50 occupants.
