10-04-2011 :  Performed second specification review with contractor. The purpose of this review was to further develop the specifications to remove dated or obsolete requirements and upgrade the specifications to a level that minimized the possiblity of low quality finding its way on contract. Also included are recommendations to further enhance the service requirements. The revision recommendations went to WSDOT, WDFW and DOC for comment and input. WSDOT gave input, WDFW offered considerable insight and a few concerns and DOC has not responded as of 10/4/2011. The bid document is currently being revised to incorporate WSDOT and WDFW recommendations.
05-23-2011 :  Received revised specifications and incorporated many recommendations into the draft IFB document. No date on the release of the IFB at this time.
04-11-2011 :  Revised bid specifications forwarded to customers for review and is due the week of April 15, 2011.
03-14-2011 :  Incorporated survey recommendations into the draft bid document. Reviewed updated bid specifications with contractor. Additional spec recommendations will forthcoming in the next few weeks.
01-12-2011 :  Received minimal input regarding kV ratings from OSP Broadcast. Draft bid document ready for review.

11-13-2009 :  Extended the contract for the period of 11-01-2009 through 10-31-2010 or until a new contract for equipment and service is in place. In the process of a rebid.
10-15-2009 :  08/26/09 Received notice from the contract supplier, Cummins Northwest requesting a price adjustment with their response to an extension request for contract 06605, Generator Sets, Service and Equipment. The contractor wishes to extend but is requesting a pass through price adjustment due to cost increases for parts, fuel and labor. The contract was pulled for review and it was determined that the contractors request for price adjustment meets with the terms and conditions of the contract for price adjustments as established in the original bid document. Prices may be adjusted after 365 days. This is the first adjustment request to the contract from this vendor. The Producer Price index-Commodities Series Id: WPU11730901 Not Seasonally Adjusted Group: Machinery and equipment Item: Parts and supplies for motors and generators Base date: 198306 This PPI indicator supports a price adjustment for this contractors request for an increase in parts and materials from November 2005 through July of 2009 with an average increase of 22%. Series Id: APUA4237471A Area: Seattle-Tacoma-Bremerton Item: Gasoline, leaded regular (cost per gallon/3.8 liters) This PPI indicator supports a price adjustment for this contractors request for an increase in fuel costs from November 2005 through July of 2009 with an average increase of 7.9%. Series Id: PCU811310811310 Industry & Product: Commercial machinery repair and maintenance Base date: 200606 This PPI indicator supports a price adjustment for this contractors request for an increase in labor from the base date of June 2006 through July of 2009 with an average increase of 6.9%. The cost analysis showing old cost compared to the contractor’s request averaged 4.88%. The contractor’s request (averaging 4.88%) is 31.92% less than the estimated market place thereby passing the difference to the state. Emails received from WSP, WSDOT and DNR concur with price adjustment recommendation. Based on documentation provided by Cummins Northwest and from the PPI and due to sharp price increases in world crude oil prices , the Contracts Specialist recommends that Cummins Northwest’s request for an averaged 4.88% price increase be granted and be effective November 1, 2009.

02-25-2008 :  This contract was recently extended November 1, 2007 with this contractor. At the time of contract extension the contractor was aware of a possible change in ownership concerning the manufacture Katolight, but was not able to provide any documentation and therefore extended Contract 06605 for equipment and services. In January EC Power provided advanced notification via email that changes in this industry had taken place and that EC Power would no longer be able to offer the Katolight products as of February 1, 2008, but would continue to comply with the contract terms and conditions until all orders were complete. Contractor provided a letter to follow-up on their email that EC Power would no longer be offering the Katolight product because of industry changes. Customers notified of this action via PCMS that the equipment portion of this contract was no longer available and that a rebid would take place for the equipment portion. Additionally customers were notified that if they had a requirement for generator equipment to procure their requirement through a competitive bid solicitation. Change Notice 4 published notifying customers that EC Power would no longer be offering the Katolight product because of industry changes.Contractor terminated for convenience.
02-14-2008 :  Change notice being processed to delete EC Power from contract. The Katolight dealership was with drawn. Currently there is not any equipment on contract only the maintenance services offered by Cummins Northwest. If equipment is need user must exercise the competitive bid process.
01-23-2008 :  To All users of this Contact: The Office of State Procurement has received an email from EC Power Systems notifying us that due to changes in the industry and ownership of various manufactures EC Power Systems will cease to sell the Katolight product as of February 1st, 2008. However they will continue, with Katolight's cooperation, to finish out any orders on the books by the end of the month, January 2008. Therefore any requirements for generators and equipment as of February 1, 2008 will have to be competitively bid to fulfill your need. Cummins Northwest will continue to provide generator maintenance services as outlined in the Current Contract Information document. A rebid for equipment will take place at the first opportunity available during the remaining portion of this contract term.

10-10-2007 :  Contract Extension to Contract 06605 Contract appeared on the 150 day report for review. Contact pulled from file room for review. Contract review determined: Contract is approaching expiration date. Contract contains clause allowing for 2/2 year possible extensions. This would be the 1st extension for 2 years. Contract contains clause to allow for price escalation. Further review did not reveal any adverse comments concerning past performance. Contractor Performance Evaluation letter prepared for agency to review and comment. Agency provided contractor performance evaluation and recommended another term extension. Contract Extension Letter prepared for contract suppliers to review and respond to term extension letter. Contract suppliers returned extension letters with the following decisions: Bowers machine Company: Past Usage: $32,861.00 Declined extension. Company has lost their line of product. However they would like to provide a bid if contract is rebid. Cummins Northwest Inc.: Past Usage: $565,978.00. Contractor agrees to extend the maintenance portion of the contract for another term and will bid equipment if contract is bid again in the future. EC Power Systems: Past Usage: $598,896.00. Agrees to extend contract for another term. Proving 1% Price Reduction for 6 months. NC Power Systems: Past Usage: $64,938.00. Contractor did not respond to extension letter. Several attempts were made to obtain extension information however they failed. Email sent notifying contractor that they would be deleted from contract if a reply was not received from them. Reply was not received. Pacific Power Products: Past Usage: $0.00 No Sales, Declined extension. Pacific Power Generation; Past Usage: $0.00 No Sales, Declined extension. Roger Machinery Company Inc. Past Usage: $29.000.00 Declined extension. Usage Reports attached with past term usage for contractors. Review of PPI for this commodity support a 6.3% price adjustment in market pricing. However contractor is not requesting a price adjustment at this time last price adjustment is still firm and fixed through December 2007. Since the year 2000 most generator sets have been replaced by previous contracts because of the change in technology (15798 and 04899) and this accounts for why many of the contractors were not able to sell their products or service over the last term of this contract. Further review of remaining contractors and documents indicates that the states need for equipment and maintenance services can be meet by extending this contract while over the next contract term a rebid of equipment and services can conducted to provide a more complete line of equipment and services. Therefore based on the above review and analysis of contract 06605 it has been determined that in view of the state's financial crisis it is in the states best interest to extend this contract for another term to provide continued service for equipment and maintenance services for the states and its customers with the intent to rebid this content in the next contract term.
