|Description||The purpose of this chapter is to establish a state individual
permit program, applicable to the discharge of pollutants and other wastes and materials to the
surface waters of the state, operating under state law as a part of the National Pollutant Discharge
Elimination System (NPDES) created by section 402 of the Federal Water Pollution Control Act
(FWPCA). Permits issued under this chapter are designed to satisfy the requirements for
discharge permits under both section 402(b) of the FWPCA and chapter 90.48 RCW.
