Description When proposing a new administrative rule for consideration, Washington State Department of Ecology (Ecology) is required by RCW 19.85.030 to determine whether the rule will impose a disproportionate impact on small business. This document fulfills this requirement for the proposed amendments of Chapter 173-218 WAC -- Underground Injection Control Program, and Chapter 173-216 WAC--State Waste Discharge Permit Program.
