|Description||The Department of Commerce, Justice, and State Appropriations Act of 2002 (Public Law 107-77), directed the Secretary of Commerce to establish a Coastal and Estuarine Land Conservation Program (CELCP) for the purpose of protecting important coastal and estuarine areas that have significant conservation, recreation, ecological, historical, or aesthetic values, or that are threatened by conversion from their natural or recreational state to other uses, giving priority to lands which can be effectively managed and protected and that have significant ecological value.
A Coastal and Estuarine Land Conservation Program Plan (CELCP Plan) is developed by each coastal state in order to participate in the federal grant funding program for coastal and estuarine land conservation. The purpose of the Plan is to provide an understanding of priority coastal and estuarine land conservation needs and create a process for nominating and selecting land conservation projects within the state.
