|Description||Local governments can apply for funding to help them clean up contaminated sites. They can also apply for funding to provide safe drinking water for people who live in areas that are (or may be) affected by contamination from hazardous waste sites.
This brief focus sheet describes what local governments will need to know when the Department of Ecology implements a 2019 change to Washington’s environmental cleanup law, the Model Toxics Control Act. The change now requires local governments to obtain all permits for their cleanup project before they can receive grant funding or loans for that project.
This focus sheet also describes how Ecology will incorporate the new permit condition when we solicit and evaluate applications for oversight and safe drinking water action grants and loans (RAGs), and when we request and award funding for those projects.
Oversight and safe drinking water RAGs are managed under the RAG Rule, WAC 173-322A-320 and WAC 173-322A-325.
