Description This plan addresses sources of dust that caused the coarse particle pollution (PM10) standard to be exceeded at the Kennewick monitor more than three times from 2013 to 2015. This monitor stood in for the Wallula PM10 Maintenance Area (WMA), an area that violated the federal standard in the late 1980’s. The 2016 revised Exceptional Events Rule required a new plan to reduce this pollutant for areas that contribute to exceedances at the monitor that represents air quality levels in the WMA.
