Description The Washington State Department of Ecology (Ecology) is requesting that the United States Environmental Protection Agency (US EPA) designate the marine inland waters of Puget Sound, and waters of Lake Washington, Lake Union the Lake Union Ship Canal and connecting water bodies a No Discharge Zone (NDZ) pursuant to CWA Section 312(f)(3). In a NDZ the discharge of sewage (also known as blackwater) from vessels is prohibited. The NDZ does not apply to other vessel discharges such as graywater, bilge, or ballast discharges unless they are combined with sewage prior to discharge. This report addresses the seven elements required to designate a NDZ under CWA Section 312 (f)(3).
