INITIAL INVESTIGATION

When Ecology receives information that a property may pose a threat to human health or the environment, an Initial Investigation is conducted. This information may come to Ecology from the owner of the property making a required notification, or may come in the form of a complaint, through the Environmental Report Tracking System. The goal of this investigation is to determine if there was a release that requires further action.

During the course of an Initial Investigation, Ecology oversees an environmental review of the conditions at the property and any available data. The Model Toxics Control Act (MTCA) mandates that Ecology track any site that is suspected or confirmed to be contaminated with hazardous materials.

ECOLOGY’S CONFIRMED AND SUSPECTED CONTAMINATED SITES LIST

This site has gone through the Initial Investigation process and has been listed on the Confirmed and Suspected Contaminated Sites List.

SITE HAZARD ASSESSMENT

Ecology’s purpose in conducting a Site Hazard Assessment (SHA) is to identify the hazardous substance(s) and environmental characteristics associated with the site. In addition, Ecology evaluates the potential threat to human health and the environment, assigning a rank from 1 to 5, with 1 being most hazardous and 5 being the least. The rank is relative to other assessed sites in Washington. An SHA was conducted at this site in February 2001 and it was assigned the rank of 2.

NEXT STEPS

This site is considered to be contaminated, and in need of characterization and/or remediation. Further cleanup actions may be conducted independently – without Ecology involvement – or through Ecology’s Voluntary Cleanup Program. For an official Opinion Letter, a No Further Action determination may be reached with oversight by an Ecology site manager through the Voluntary Cleanup Program. Due to the site’s inclusion on the Hazardous Sites List, Ecology is required to hold a public comment period to complete the No Further Action.
