Cleanup Process Underway!

The Washington Department of Ecology is working with current and historical site operators (operators) to clean up contamination at this site, located at 1205 Washington Street in Bellingham. Ecology, Chevron Environmental Management Company, and Shell Oil Products will enter into a formal legal agreement called an agreed order to study the extent of contamination and develop a plan to clean it up.


Ecology will be accepting comments on this draft agreed order from May 29 - June 27, 2018.

Once final, the agreed order will require operators to: 

  • Describe the types and extent of contamination, and weigh cleanup options through an environmental report for the property; 
  • Choose cleanup methods through a draft cleanup action plan;
  • If needed, conduct a partial cleanup before the final cleanup plan is complete; this is called an interim action, and can occur throughout the cleanup process. If an interim action is done, we will require a separate comment period.

SITE DESCRIPTION & BACKGROUND

The Chevron 90619 Site is located within the City of Bellingham, Whatcom County at the intersection of Elm, Washington and Broadway Streets. The 0.61 acre site is located approximately 0.4 miles northeast of Bellingham Bay (Squalicum Harbor). Gas and service stations operated at the site from about 1930 until the late 1980’s. The tanks, infrastructure and building were removed in 1991. A series of coffee shops/restaurants operated at the location until 2015. A new tenant opened a butcher shop at the site in August 2017.

Investigations in 1991 showed petroleum in soil and groundwater that exceeded cleanup levels allowed under the Model Toxics Control Act (MTCA). Diesel and gasoline-range hydrocarbons, benzene, toluene, ethylbenzene, and xylenes were detected in soil and groundwater samples. The most current ground water monitoring report for the entire site was submitted in 1995. It detailed sampling results for four out of eleven wells. One well had benzene above cleanup levels. A later report looked at a portion of the Site and showed gasoline in soil above cleanup levels. These are hazardous substances under WAC 173-340-200 and may pose a threat to human health and the environment.
