Periodic Review Draft Report Completed

Ecology invites you to review and comment on a document called a periodic review for the Chandler House Site.  A periodic review is conducted at least every five years after the initiation of a cleanup action at a Site when required by the Model Toxics Control Act (MTCA).  The purposes of the review are to evaluate Site conditions after cleanup is considered complete, and to ensure protection of human health and the environment. 

Ecology will review comments received during the comment period and make recommendations for suggested changes.  The periodic review will become final if no significant changes are made.  An additional public comment period will be held if significant changes are made.

  • Send your comments to Ecology for consideration. Comments will be accepted September 27, 2018 through October 29, 2018.

SITE DESCRIPTION

The Site operates as a senior care center.  When the Site was being considered for construction of senior care center an environmental site assessment was conducted.  It was determined that the Site had operated as an orchard for approximately 40 years, and was likely to contain residual pesticide contamination.  Soil sampling revealed pesticide contamination above MTCA cleanup levels. 


CLEANUP ACTIVITIES

It was determined that on-site management of impacted soil would be the most appropriate remedial action.  In addition, material was contained under barriers such as asphalt pavement, concrete building slab, concrete sidewalk, and soil/vegetative cover. In February 2000, a restrictive covenant was recorded for the Site. 


CLEANUP COMPLETE

Based upon cleanup activities performed and the recording of the restricitive covenant, Ecology has determined the site is no longer a threat to human health and the environmen.  The Site received a No Further Action determination in 2000.

PERIODIC REVIEW

Periodic reviews are conducted every 5 years by Ecology for sites that have Environmental Covenants and/or Institutional Controls. The review is intended to examine the effectiveness of cleanup activities and to assure the continued protection of human health and the environment.

Periodic Review Results

Based upon the site visits, no repair, maintenance, or contingency actions have been required.

The cleanup actions completed at the Site is protective of human health and the environment.

Soil cleanup levels have not been met at the Site; however, the cleanup action is determined to comply with cleanup standards under WAC 173-340-740(6)(f), since the long-term integrity of the containment system is ensured and the requirements for containment technologies have been met. 
 
The restrictive covenant for the property is in place and will be effective in protecting public health and the environment from exposure to hazardous substances and protecting the integrity of the cleanup action.
