Ecology, Maul, Foster and Alongi and the City of Palouse held a public meeting on December 1st at the Garfield-Palouse High School gym to discuss the proposed cleanup and redevelopment of the Palouse Producers Site.  The site is located at 335 East Main between Bagott Motors and the new health Center building.

Approximately 25 people attended the meeting and participated in a discussion about the proposed plans for the site.  A public comment period ran from November 17 through December 19, 2011.  Only one comment was received.

SITE BACKGROUND
The site historically housed a blacksmith and welding shop.  In 1977 Palouse Producers began operations, and the facility was used to fuel vehicles, and store and distribute bulk fuel, until about 1985.  By 1992 all above-ground and underground storage tanks were removed from the site.  From 1984 to 1985 several efforts were made to clean up petroleum product that had entered the Palouse River from the site.  Additional steps were proposed to cleanup the site.

Three documents will guide cleanup.  These documents were draft until the 30-day public comment period was held and public comment considered.  The documents included a Prospective Purchaser Consent Decree, Draft Cleanup Action Plan (DCAP), and State Environmental Policy Act (SEPA) Determination of Non-Significance (DNS).

Ecology selected Alternative 3 as the best cleanup option.  This alternative includes Alternative 1 which requires installation and monitoring of three groundwater monitoring wells, a restriction on use of groundwater at the property, a Soil Management Plan to guide future uses, and the site would be allowed to naturally correct itself over time.
 
Additionally, Alternative 3 includes removal of soils that exceed remediation levels.  Soils not exceeding these levels will remain on-site.  Some consolidation of remaining soils may be considered as part of this remedial action.
