Ecology invites you to review and comment on the periodic review for the Y Pay Mor Drycleaner site located at 2210 South 320th Street in Federal Way, Washington.


A periodic review is conducted every five years following a cleanup action when institutional controls are used as part of the remedy, as required by the Model Toxics Control Act (MTCA). The purpose of the periodic review is to evaluate current site conditions and to ensure continued protection of human health and the environment.

Ecology will review comments received during the comment period and make recommendations for suggested changes. The periodic review will become final if no significant changes are made. An additional public comment period will be held if significant changes are made.

Y Pay Mor Drycleaner (the Site) is located at 2210 South 320th Street in Federal Way, Washington. The Site is defined by releases of tetrachloroethylene (PCE), trichloroethylene (TCE), and cis-1,2 dichloroethene (cis-1,2 DCE) to soil from the former dry cleaning operation.


A vapor extraction system was installed in 1993. The system operated until influent concentrations indicated that soil vapors no longer contained TCE, PCE, or cis-1,2 DCE. Following cleanup activities, confirmation soil samples indicated the presence of TCE and cis-1,2 DCE in soil in two borings beneath the building. However, the contaminated soil was isolated from infiltration and from direct human contact by the building and pavement. These covering materials or structures act as a cap. Groundwater confirmation sampling through 1997 indicated that groundwater was not impacted with contaminants at concentrations exceeding the applicable Model Toxics Control Act (MTCA) Method A cleanup levels.  


Institutional controls in the form of an environmental covenant were implemented at the property in 1995 and then amended in 1998. Ecology issued a No Further Action (NFA) determination letter on October 22, 1998 through the Voluntary Cleanup Program (VCP), which was contingent upon the environmental covenant.
