SITE DESCRIPTION

The Bullard Property (Site) is located at 6832 34th Avenue NE, Seattle, Washington. The Site is defined by heating oil releases to soil from a heating oil underground storage tank (UST).

 

A single family home has occupied the property since 1942. The area around the Site is residential, and has been since it was developed sometime in the 1940s. A few commercial businesses are present along 35th Avenue NE, one block east of the Site.


CLEANUP ACTIVITIES

The underground storage tank was removed in January 2004. A total of 119 tons of contaminated soil were subsequently removed in 2005 and were transported and treated off-Site. Following the remedial excavation, contaminated soils still remain in the yard and beneath the southwest corner of the basement. The excavation pit was backfilled with controlled density fill. A vapor collection system was installed beneath the southwest corner of the basement floor to mitigate any possible intrusion of vapors.


REGULATORY STATUS

Following remedial activities, Ecology issued a No Further Action (NFA) determination letter on August 27, 2007 through the Voluntary Cleanup Program (VCP). The NFA determination is contingent upon an environmental covenant, which was filed on the property on July 20, 2007.  


PERIODIC REVIEW

A periodic review is conducted every five years following a cleanup action when institutional controls are used as part of the remedy, as required by the Model Toxics Control Act (MTCA). The purpose of the periodic review is to evaluate current site conditions and to ensure continued protection of human health and the environment.


PERIODIC REVIEW RESULTS

The cleanup actions completed at the Site appear to be protective of human health and the environment.

 
Soil cleanup levels have not been met at the Site; however, the cleanup action was determined to comply with cleanup standards under WAC 173-340-740(6)(f), since the long-term integrity of the containment system is ensured and the requirements for containment technologies have been met. 
 
The environmental covenant for the property is in place and continues to be effective in protecting public health and the environment from exposure to hazardous substances, as well as protecting the integrity of the cleanup action.
 
Based on this periodic review, Ecology has determined that the requirements of the environmental covenant continue to be met. No additional cleanup actions are required by the property owner at this time. It is the property owner’s responsibility to continue to inspect the Site to assure that the integrity of the remedy is maintained.
