Periodic Review Draft Report Completed

Ecology invites you to review and comment on a document called a periodic review for the SITE NAME Site.  A periodic review is conducted at least every five years after the initiation of a cleanup action at a Site when required by the Model Toxics Control Act (MTCA).  The purposes of the review are to evaluate Site conditions after cleanup is considered complete, and to ensure protection of human health and the environment. 

Ecology will review comments received during the comment period and make recommendations for suggested changes.  The periodic review will become final if no significant changes are made.  An additional public comment period will be held if significant changes are made.

  • Send your comments to Ecology for consideration. Comments will be accepted September 27, 2018 through October 29, 2018.

SITE DESCRIPTION

The former Eagle Hardware and Garden Site (now known as Lowes HIW 152) currently operates as a retail hardware store.  Soil sampling was conducted in 1997 as part of an independent remedial action.  Soil samples indicated the presence of lead, arsenic, DDT, DDE, DDD, and Dieldrin at concentrations exceeding MTCA Method A cleanup levels.

CLEANUP ACTIVITIES

Protective capping was selected as the remedial action for the Site.  Several inches of crushed rock sub-grade capped by asphalt was used to cover the majority of the site that does not fall under the building footprint.  In areas where soil was to remain exposed due to landscaping, native soils were excavated to a depth of 36 inches and used as backfill under impervious surfaces elsewhere on the site.  A restrictive covenant was recorded for the property.


CLEANUP COMPLETE

Based upon cleanup activities and the filing of the restrictive covenant, Ecology has determined the site is no longer a threat to human health and the environment.  Ecology issued a No Further Action determination in May 1997.

PERIODIC REVIEWS

Periodic reviews are conducted every 5 years by Ecology for sites that have Environmental Covenants and/or Institutional Controls. The review is intended to examine the effectiveness of cleanup activities and to assure the continued protection of human health and the environment.

Periodic Review Results

The asphalt and clean soil cap remain on the Site.  Based upon the site visits, no repair, maintenance, or contingency actions have been required.
 
The Restrictive Covenant for the Site was recorded and is in place.  This Restrictive Covenant continues to prohibit activities that will result in the release of contaminants contained as part of the cleanup activities.
 
Soils with residual pesticide concentrations higher than Method A cleanup levels are still present.  However, the asphalt cap and the clean soil cap continue to prevent human exposure to residual pesticides by ingestion and direct contact with soils.  The Restrictive Covenant for the property ensures that the integrity of the cap will be protected through maintaining the current use of the Site.
