- Title: sde.SDE.Water_Diversions_NHD
- Geospatial_Data_Presentation_Form: vector digital data
- Description:
-
- Abstract:
-
Spatial representation of surface water points of diversion locations as interpreted from water-right documents, including (but not limited to) water-right certificates, water-right permits, water-right applications, and water-right claims, https://ecology.wa.gov/Water-Shorelines/Water-supply/Water-rights.
- Purpose:
-
Show locations of surface water diversions in Washington State. Diversions are located as hydrography events on the National Hydrography Dataset (NHD) April 2016 Model 2.2. Updated November 2016.
Many attribute fields from the GWIS, Geographic Water Information System are included including Quantity Data. Consult the metadata or the water resources program web sites so you know how to use this data. The quantities reported are usually not the quantities actually used. E.g. the definition for Q(i) (Instantaneous Quantity): the maximum diversion or withdrawal rate requested by the applicant; in cubic feet per second for surface water and gallons per minute for ground water.
- Supplemental_Information:
-
Additional processing detail associated with QA/QC of the original GWIS points and using the USGS HEM (Hydrography Event Management Tools Version: 2.6.4792 to create NHD Hydro Events. "Pre-Snapped all PODs in 25 foot increments to 1000 feet. Each POD was given its snapped distance as an attribute in the table. Those PODs that did not snap to the NHD after 1000 feet will be manually checked. Joined the snapped POD table and the NHD table based on reachcode. Removed most of the joined NHD columns except for GNIS and reachcode. Concatenated the POD source names to match the GNIS in the NHD. Mapping procedure: 1. There are a lot of springs and unnamed springs mapped as surface water diversions in the water rights database. Adopted a mapping standard to check those manually. Many of these PODs are also verified with water right documents from the water rights dataset. Hand drawn maps can be found in the water right applications to help verify specific locations. 2. In the pre-snapped PODs (Including the spring PODs) were snapped within 200 feet, they are considered good and checked. Those snapped to the NHD after 200 feet are set for manual checking. 3. The last procedure before QA.QC mapping begins is to relate the NHD GNIS to the source names of the PODs (GNIS=Source name) using select by attributes. If they match, they are checked as good and no need to Qa/QC manually. Lakes and other water bodies with PODs are always checked manually. Sometimes a POD will get snapped to a lake that was actually part of a tributary flowing into the lake or a lake POD was snapped to a tributary segment. Also, manually scan and check PODs that were snapped to shorelines. Using the Pre-snapped POD data, QA/QC the data with the original POD data set (Before pre-snapped). Label both set of data with their GWIS ID numbers Utilize aerial photos often. Also BING maps with Birdseye view helps to solve questions. Typically end up manually reviewing 50% of any data set after all the procedures are done, with the majority being spring PODs."

The quantity of water withdrawn must be recorded for some diversions. These are typcially larger diversions or those located in Fish Critical Basins https://ecology.wa.gov/Regulations-Permits/Guidance-technical-assistance/Water-Resources-Explorer WR_Report_Status = "Metered" , diversion must measure quantifty by meter or other method, or "No Reporting", diversion does not submit quantity information and any quantities reported are the amout they are permited to withdraw according to their original paper document.
