This dataset provides approximate boundaries for instream flow and water management rule areas. Boundaries are based on state legislation and tribal land designation and are subject to change.
An instream flow rule is a flow regime set in state regulation. The legal authority to set instream flows by rule comes from laws passed by Washington State legislature, including:
Construction projects in state waters (RCW 77.57.020)
Water code (RCW 90.03.247)
Minimum water flows and levels (Chapter 90.22 RCW)
Water resources act of 1971 (Chapter 90.54 RCW, particularly section 020)
Watershed planning (RCW 90.82.080)

This dataset provides approximate boundaries for instream flow and water management rule areas. Boundaries are based on state legislation and tribal land designation and are subject to change. Data was derived over a period of time by Washington State Department of Ecology staff using legislative and administrative definitions from various sources and at different scales. Rule designations are grouped by Water Resource Inventory Area (WRIA).
Data were aligned to Water Resource Inventory Area (WRIA) boundaries where possible. Data were also aligned to existing shoreline data where possible. Boundary lines have been digitized using a variety of digital sources including 1:24000 Water Resource Inventory Areas (WRIA) and Hydrologic Unit Code (HUC) boundaries, 10 meter DEM derived contours, and NAIP orthophoto imagery. Data within WRIAs were obtained from Washington State Department of Ecology staff and merged with existing data.
