Washington State's Current (2018) Water Quality Assessment (WQA) is produced in the Environmental Protection Agency's "Integrated Report" format. The WQA consists of both the 303(d) List and the 305(b) Report. The 303(d) List is comprised of only Category 5 listings. The 305(b) Report lists all waters and all categories. The 2018 WQA contains both freshwater and marine listings. EPA approved the 2018 WQA as fulfilling our 2014, 2016, 2018 WQA submittal requirements on August 26, 2022. The WQA is presented on the 1:24k National Hydrography Dataset (NHD).

Creation of the 303(d) List and 305(b) Report satisfies the state's requirement under the Clean Water Act to report impaired waters to the EPA. This Water Quality Assessment was approved by EPA on August 26, 2022.

The 2018 WQA rates sampled waters into one of five categories. This GIS layer represents the 305(b) List or ALL CATEGORIES. Category 1: Meets tested standards. Placement in this category means that the waterbody segment meets the criteria it was tested for. It does not necessarily mean that a water body is free of all pollutants. Most water quality monitoring is designed to detect a specific array of pollutants, so placement in this category means that the water body met standards for all the pollutants for which it was tested. Specific information about the monitoring results may be found in the individual listings. Category 2: Waters of concern. This category lists waterbody segments where there is some evidence of a water quality problem, but not enough to require production of a TMDL. There are several reasons why a water body would be placed in this category. A water body might have pollution levels that are not quite high enough to violate the water quality standards, or there may not have been enough violations to categorize it as impaired according to Ecology's listing policy. There might be data showing water quality violations, but the data were not collected using proper scientific methods. In all of these situations, these are waters that we will want to continue to test. Category 3: Insufficient or No data. This category houses those listings where the assessed data was insufficient to determine a proper categorization of the water. Water bodies that have not been tested will not be individually listed, but if they do not appear in one of the other categories, they are assumed to belong in Category 3. Category 4: Polluted waters that do not require a TMDL. This category is for waterbody segments that have pollution problems that are being solved in one of three ways. * Category 4A is for waterbody segments that have an approved TMDL in place and are actively being implemented. * Category 4B is for waterbody segments that have a pollution control plan in place that is expected to solve the pollution problems. While pollution control plans are not TMDLs, they must have many of the same features and there must be some legal or financial guarantee that they will be implemented. * Category 4C is for waterbody segments impaired by causes that cannot be addressed through a TMDL (not due to a pollutant). These impairments include low water flow, stream channelization, and dams. These problems require complex solutions to help restore streams to more natural conditions. Category 5: Polluted waters that require a TMDL. Category 5 represents the 303(d) list, the traditional list of impaired water bodies. Placement in this category means that Ecology has data showing that the water quality standards have been violated for one or more pollutants, and there is no TMDL or pollution control plan. TMDLs are required for the water bodies in this category.

The National Hydrography Dataset is a comprehensive set of digital spatial data that encodes information about naturally occurring and constructed bodies of water, paths through which water flows, and related entities. The information encoded about features includes a feature date, classification by type, other characteristics, a unique common identifier, the feature length or area, and (rarely) elevation of the surface of water pools and a description of the stage of the elevation. For reaches, encoded information includes a reach code. Names and their identifiers in the Geographic Names Information System, are assigned to most feature types. The direction of flow is encoded for networked features. The data also contains relations that encode metadata, and information that supports the exchange of future updates and improvements to the data. The names and definitions of all feature types, characteristics, and values are in the Standards for National Hydrography Dataset: Reston, Virginia, U.S. Geological Survey, 1999. Run a Python script to join Watershed Assessment Tracking System (WATS) tabular listing data to corresponding geographic Assessment Unit features, based on: the 1:24k National Hydrography Dataset (NHD) polygon layers and linear events, latitude/longitude-based water grid and water quarter grid (sediments only), and large river assessment units for the Columbia and Snake Rivers (based on combined NHDArea and NHDWaterbody features for these waterbodies). 1) Extract joined polygon features (those with associated listings) to a separate polygon feature class for NHDWaterbody features, grid cells, quarter grid cells and large river Assessment Units. 2) Join WATS tabular listing data to 24K NHDFlowline features basedwater courses on ReachCode values and use lower and upper segment route address values to create linear events depicting the listed segments. 3) Extract the linear events based on NHD reach code and to/from measures a line feature class. 4 Buffer the line feature class by 50 feet with the Full and Flat options to create a polygon layer of listed stream segments. 5) Join the listed stream segment polygons with the listed polygons created in step 1 to create a single polygon layer of listed water bodies. 6) Export the polygons to a shapefile for publication as a download on the agency website.

There are several reasons why a water body would be placed in this category. A water body might have pollution levels that are not quite high enough to violate the water quality standards, or there may not have been enough violations to categorize it as impaired according to Ecology's listing policy. There might be data showing water quality violations, but the data were not collected using proper scientific methods. In all of these situations, these are waters that we will want to continue to test.
