Municipal Stormwater Permit jurisdiction areas for Phase I and Phase II permits, issued by the Washington State Department of Ecology. The Phase I permit regulates discharges from municipal separate storm sewers owned or operated by Clark, King, Pierce and Snohomish Counties, and the cities of Seattle and Tacoma. The Phase II Municipal Stormwater Permit rule extends the coverage of the National Pollutant Discharge Elimination System (NPDES) program to certain "small" municipal separate stormwater sewer systems (MS4s). These permit areas incorporate 2019 updates to incorporated City boundaries and unincorporated Urban Growth Areas (UGA) as defined by the Growth Management Act, as well as 2010 Census extents for urbanized areas adjacent to permitted cities and UGAs. This dataset was last updated in 2019. The current permit is effective Aug. 1, 2019, and expires on July 31, 2024.

The National Hydrography Dataset (NHD) is a feature-based database that interconnects and uniquely identifies the stream segments or reaches that make up the nation's surface water drainage system. NHD data was originally developed at 1:100,000-scale and exists at that scale for the whole country. This high-resolution NHD, generally developed at 1:24,000/1:12,000 scale, adds detail to the original 1:100,000-scale NHD. (Data for Alaska, Puerto Rico and the Virgin Islands was developed at high-resolution, not 1:100,000 scale.) Local resolution NHD is being developed where partners and data exist. The NHD contains reach codes for networked features, flow direction, names, and centerline representations for areal water bodies. Reaches are also defined on waterbodies and the approximate shorelines of the Great Lakes, the Atlantic and Pacific Oceans and the Gulf of Mexico. The NHD also incorporates the National Spatial Data Infrastructure framework criteria established by the Federal Geographic Data Committee.

The TIGER/Line Files are shapefiles and related database files (.dbf) that are an extract of selected geographic and cartographic information from the U.S. Census Bureau's Master Address File / Topologically Integrated Geographic Encoding and Referencing (MAF/TIGER) Database (MTDB). The MTDB represents a seamless national file with no overlaps or gaps between parts, however, each TIGER/Line File is designed to stand alone as an independent data set, or they can be combined to cover the entire nation. After each decennial census, the Census Bureau delineates urban areas that represent densely developed territory, encompassing residential, commercial, and other nonresidential urban land uses. In general, this territory consists of areas of high population density and urban land use resulting in a representation of the "urban footprint." There are two types of urban areas: urbanized areas (UAs) that contain 50,000 or more people and urban clusters (UCs) that contain at least 2,500 people, but fewer than 50,000 people (except in the U.S. Virgin Islands and Guam which each contain urban clusters with populations greater than 50,000). Each urban area is identified by a 5-character numeric census code that may contain leading zeroes.

Combined incorporated City boundaries and unincorporated Urban Growth Areas (UGA) as defined by the Growth Management Act. Updates made in 2013 were a joint effort with WA Dept of Commerce, who acquired external UGA boundaries from Counties and edited those boundaries in Ecology's City/UGA dataset. Ecology then updated the internal boundaries using the WA Dept of Revenue's Sales Tax Jurisdiction City boundaries as reference.

Make a feature layers of the urbanized areas and city/UGA boundaries 3. Select all appropriate UGA extents from the city/UGA boundaries (Phase 1: INCORP = 'no', Phase 2: INCORP = 'no' and UGA_NM2 in the list of approved city's UGAs and county's UGAs with Phase 2 jurisdiction) 4. Select all appropriate city extents from the city/UGA boundaries (CITY_NM in the list of approved cities) 5. Select urbanized areas that intersect the selected city/UGA extents 7. Union existing Municipal Stormwater Permit Areas, CityUGA, and selected Urban Area boundaries 8. Erase selected NHD features from the working permit features 9. Erase the selected Major Public Land features (representing large military bases) from the working permit features 10. Remove county extents that do not represent Phase 1 counties 11.
