Abstract:
Water Resource Inventory Areas (WRIA) for Washington State at 1:24,000 scale. WRIAs were formalized under WAC 173-500-040 and authorized under the Water Resources Act of 1971, RCW 90.54. Ecology was given the responsibility for the development and management of these administrative and planning boundaries. These boundaries represent the administrative under pinning of this agency's business activities. The original WRIA boundary agreements and judgments were reached jointly by Washington's natural resource agencies (Ecology, Natural Resources, Fish and Wildlife) in 1970.
Purpose:
To create a WRIA coverage at a scale of 1:24,000 through the updating of two "like" data sets from different sources. Additionally, to address discrepancies found between the two coverages and determine a "best fit" line through several stages of visual analysis. The development process identified several major objectives as reasoning to update the digital data coverage: To improve the spatial resolution of the data set, To align the WRIA boundaries with 1:24,000 scale hydrology and topography data, To insure of the alignment of the WRIA boundaries to existing county and state boundaries where appropriate, and To have one reconciled set of administrative watershed boundaries (i.e. WADNR's boundaries to nest within the WRIA boundaries)

Polygon and chain-node topology present. All errors incurred during editing procedures were corrected with ArcEdit under ARC/INFO version 7.2.1 using a fuzzy tolerance of 196.8, an edit tolerance of 100.0, and a snap tolerance of 100.0. All arc overshoots, undershoots, duplicate arcs, and arc intersections were corrected. This resulted in a topologically clean coverage with all arcs intersecting and snapped at nodes and each WRIA unit comprising a single polygon.

Accuracy of WRIA boundary lines are a direct reflection of their input scale, 1:24,000. The WRIA data set was derived from a base layer of WAU units courtesy of DNR. The WAU boundaries were input at a scale of 1:24,000 and represent accuracy standards for that scale. Additionally WRIA boundaries were evaluated in areas of discrepancy. In these identified areas, topographical, hydrological, and administrative boundary information was utilized to make an informed decision about the correct position of the boundary. All analysis decisions were made with background images of USGS DRG 1:24,000 scale quad images to provide a consistent and uniform framework to aid in any adjustment or editing procedures.

1. Copied WAU coverage to project directory and dissolved out WRIA polygons by WRIA_NR. 2. Overlaid WRIA100K and dissolved WAU coverage to create discrepancy polygons. 3. Created point discrepancy coverage. 4. Applied selection criteria (polys > 35 acres, points > 750 feet) to discrepancy coverages. 5. Intersected 24K quadrangle and section-township-range coverage with polygon and point discrepancy coverages. 6. Attached attributes of intersected coverages and performed ranking procedure to prioritize the results. 7. Mapped each polygon discrepancy by quadrangle and grouped each map by its associated WRIA basin. 8. All WRIA maps were assembled into books representing each WRIA and its discrepancies. 9. Microsoft Access database developed to help manage and report project data (editing, analysis decisions, comments). 10. Visual analysis of each discrepancy performed using the map books (stage 1). 11. Additional analysis performed using USGS DRGs at 1:24,000 scale as well as, in house hydrology and administrative boundary data sets (stage 2). 12. Project edits carried out based on the two stages of analysis. The project was revisited in March of 2000 using two additional methods of analysis. First, the WRIA24K boundaries were overlaid with statewide 24K scale hydrology coverage to check for stream crossings. A 10 foot buffer was used on either side of the WRIA boundary to limit the size of the output data set. Stream crossings were then evaluated for relevance. Additionally, a general overview of the WRIA boundaries as done by examining each WRIA again the 24K scale USGS DRGs. This was done as an additional check for unnecessary stream crossings and drainage errors.
