Internet Business License Application

General Information

Your user name and password can be used to re-start your application to finish at another time. If more than 30 days have passed since your last access, you will need to create a new user profile and begin a new application.

If you have more than one business location in Washington, you will need to complete a separate application for each location.

The Business License Application is used to:

  • Apply for a Washington State Unified Business Identifier (UBI) Number
  • Open/Reopen Business
  • Change of Ownership
  • Open New Location
  • Change Location
  • Add License to Existing Location
  • Register Trade Name
  • Change Trade Name
  • Hire Employees
  • Obtain Minor Work Permit
  • Obtain Optional Insurance Coverage for Owner
  • Hire Persons to Work In or Around Your Home
  • Obtain Some State and City Licenses


Who needs a license?

You need a license if you meet one or more of the following criteria:

  • Your business grosses $12,000 or more per year.
  • You are doing business using a name other than your full legal name.
  • You plan to hire employees within the next 90 days.
  • You sell a product or provide a service that is taxable. See questionnaire.
  • Your business is required to obtain any city or state license with the Business Licensing Service

Who should NOT fill out an application on-Line?

Business licenses for the activities listed below are not yet available on-line. If you plan to perform any of these activities, we strongly recommend that you submit a paper application in order to avoid delays in receiving your license.   • Cigarette Wholesaler
  • Conducting whitewater rafting trips
  • Debt collection on behalf of others
  • Employment agency where the job seeker pays a fee.
  • Limousine company
  • Manufactured home community registration
  • Private Investigator
  • Sales, manufacturing or disposal of vehicles, boats, RVs, or trailers
  • Taxi service
  • Telephone Solicitor
  • Tobacco Distributor
  • Tow truck operation
  • Travel agency services
  • Underground storage tanks
  • Used vehicle battery collection or storage
  • Waste tire transporting or storage.


What's needed to complete an application?

  • Type of Ownership (Sole Proprietor, Corporation, etc.).
  • Business location and mailing address.
  • Owner names and addresses.
  • Social security number is required for all sole proprietors and spouse. It is also required for all partners, officers, and LLC members of a business that will have employees.
  • Previous Unified Business Identifier (UBI) number, if any UBI Search.
  • Federal Employer Identification Number (EIN or FEIN) for legal entities (i.e., corporations, limited liability companies, etc.)
  • E-Check payment information (bank name, routing number, bank account type, type of account, etc.)
  • Credit or Debit: American Express, Visa, Master Card or Discover, with a valid expiration date and billing address. Gift cards cannot be used.

How long does it take?

  • The Online Business License Application will take at least 20 minutes to complete.
  • The number of screens to complete will depend on your business activity.
  • If you are not able to complete the application in one session, you may exit and return as long as you know your user id and password. Your information is saved for up to 30 days.

How much does it cost?

  • There is a $19.00 non-refundable application fee.
  • There is a $5.00 non-refundable fee for each Trade Name you register.
  • Some of the licenses available on-line have additional fees.

Payment Options 

  • E-Check payment information (bank name, routing number, bank account type, type of account, etc.)
  • Credit or Debit: American Express, Visa, Master Card, or Discover, with a valid expiration date and billing address. Gift cards cannot be used.

Note: The credit/debit card option is provided to you by a private, non-state vendor that will impose a 2.5% convenience fee for the service.
