| LIHEAP - HUMAN SERVICES ENERGY ASSISTANCE PROGRAM
BEGINNING MONDAY, OCTOBER 1, 2025, we are accepting applications for the Puget Sound Energy (PSE) HELP program and Crisis only application for Low-Income Home Energy Assistance Program (LIHEAP), State Home Energy Assistance Program (SHEAP). Crisis definition is power is off, have disconnection notice or less than a week of heating fuel (propane, oil or wood).
To start an application by phone or speak with a program representative, CALL 425-388-3880, Monday through Friday from 9:30-11:30 AM, except for legal holidays. We anticipate long wait times, 1 hour or more, during the busy phone hours.

Apply in person at Snohomish County located at 3000 Rockefeller Avenue, Everett, WA 98201. The Energy Assistance Office is open Monday, Tuesday, Thursday, and Friday between the hours of 9:00 AM to 11:30 AM and 1:00 PM to 4 PM, except for legal holidays. We are closed during breaks & lunch.
To apply online, you must call or come in to get the link to the online application.
Applicants who have applied for this season will be contacted by phone, email, or mail after we have reviewed your application.
For those who have received an overdue bill and/or disconnect notice, please call your Utility provider to determine if you qualify for other assistance.
