WAC Rule Changes

 

All changes to our rules are approved by our Commissioners. The Commission meets the second Wednesday during the months of March, June, September, and December of each year. Approximately one week before each meeting, a meeting agenda is posted on our website outlining what topics will be discussed at the meeting. Commission meetings are open to the public.

Proposed rule changes are discussed at Commission meetings
Proposed rule changes are discussed at Commission meetings. Since the Commission meets on a quarterly basis, rules will be “Up for Final Action.” When rules are Up for Final Action, the Commission may choose to adopt the rules, hold them over for further discussion, or completely remove them from the agenda. Text of proposed rule changes and explanations of the changes will also be posted on our website, so be sure to sign up to receive notice of when the proposed rule changes are posted.

How you can comment on a proposed rule change
Commission meetings are open to the public. If you have comments regarding the proposed rule change, you are encouraged to attend the Commission meeting and address the Commission in person. The meetings are always held at the Washington State Criminal Justice Training Commission located at 19010 1st Avenue S., Burien, WA. Click here for driving directions. All meetings begin at 10 AM and are held in room E-154. If you are unable to attend the meeting, please send your comments in writing, and they will be forwarded to the Commission for consideration. This section includes proposed rule changes, new rules and memos that summarizes the intent of the amendment or new rule.

NEW Chapter 139-37 WAC Very minor grammar changes are being made to include the new Chapter 139-33 WAC regarding firearms certification for bail bond recovery agents. This addition will cover all programs where training and qualifications for firearms certifications are conducted by Private Security Certified Firearms Instructors. Chapter 139-33 WAC This new chapter is being proposed to provide guidelines for individuals and companies seeking application to carry a firearm as a bail bond recovery agent, or seeking renewal of an existing firearms certification pursuant to Chapter 18.185 RCW. WAC 139-05-241 This new rule is being proposed to provide guidelines for law enforcement agencies who wish to sponsor an applicant for basic law enforcement training who is not employed by the agency as a full-time, fully commissioned law enforcement officer. WAC 139-05-210 Changes are being proposed that would provide clarification and streamline the existing process and requirements. (Download notification in PDF) (OTS-5689.3): added 10/16/13

WAC 139-30-015 A minor change is being made as an armed guard license may not be obtained at the time of application for private security firearms certification as firearms certification is an element of an armed guard license which is issued after firearms certification is completed. WAC 139-06-140 The WSCJTC is proposing changes to allow for a subsequent peition for reinstatement of certification to be filed five years after the date of the entry of the hearing panel's written order denying the prior petition for reinstatement. If a second petition for reinstatement is denied, no further petitions may be filed. The Commission will not consider or accept for filing a petition for reinstatement submitted after two prior petitions have been denied. (Download notification in PDF) (OTS-5658.3): added 10/04/13
