Career Level Certification
Congratulations on your promotion! As you may know, Career Level Certification (CLC) is required for all law enforcement and corrections personnel hired, transferred to or promoted to a supervisory or management position as outlined in RCW 43.101.350.


Of the three levels of CLC, only First Level Supervisor and Middle Manager are mandated.  Executive Level is available to those who qualify. The core courses and elective leadership courses are available to everyone, but you cannot become certified unless you are a first-level supervisor or mid-level manager.

**From January 1, 2016 through December 31, 2016 we will honor the Leadership in Police Organizations (LPO) course in lieu of the WSCJTC First Level Supervision and Middle Management courses to meet all requirements for Career Level Certification. Level 1: First Level Supervisor Certification

  • If you are a first-level supervisor, certification is required one year after serving in the promoted role.
  • To become certified you must do the following trainings:
    • Successfully complete the 40-hour First Level Supervisory Course within six months of your first level promotion.
    • Successfully complete 40 hours of leadership electives within one year from the application date.
  • Serve in a first level supervisory position for at least 12 months.

Level 2: Middle Manager Certification

  • If you are a middle level manager, certification is required one year after serving in the promoted role.
  • To become certified you must to do the following trainings:
    • Successfully complete the 40-hour Middle Management Course within six months of your mid-level manager promotion.
    • Successfully complete 40 hours of leadership electives within one year from the application date.
  • Serve in a middle manager position for at least 12 months.

Level 3: Executive Level Certification

  • For Executive Level Certification, an “Executive” definition is a chief, deputy chief, sheriff, undersheriff, superintendent, or director.  We also recognize equivalent positions with different titles may qualify depending on organizational structure, these are evaluated on a case by case basis.
  • You must be incumbent in one of these positions to apply.
  • To become certified, you must successfully complete a combination of 80 hours of leadership courses listed below:
    • Summer Criminal Justice Executive Leadership Institute co-sponsored by CJTC and Seattle University
    • Command College co-sponsored by CJTC and the FBI
    • FBI National Academy
    • Northwestern School of Police Staff and Command
    • FBI LEEDA
    • Leadership in Police Organizations (LPO)
    • Police Executive Leadership Forum Senior Management Institute for Police (SMIP)
    • FBI National Executive Institute (NEI)

If you would like to receive credit for a class completed within the last three years and it is not listed here, please attach the syllabus and the certificate of completion for consideration.

Just like first level and middle manager certification, if you are not currently an executive in your organization, you may take the leadership courses. You cannot receive career level certification until you hold an executive level position as defined above.

 

How to apply for your CLC:

Once you have completed the requirements of your CLC, you must submit an application for that level.

Level 1: First Level Supervision Certification Application

Level 2: Middle Management Certification Application

Level 3: Executive Level Certification Application

  1. Download and complete your CLC application.
  2. Scan the signed application and required documents.

When approved, WSCJTC sends confirmations of the application approval via email.  Please allow up to four (4) weeks to process each application.
