Pursuant to RCW 19.118.031, a new motor vehicle dealer is required to provide a Notice of Consumer Rights to a
consumer at the time of purchase or lease of a 'new motor vehicle'. Failure to provide the Notice of Rights is a
per se violation of Chapter 19.86 RCW, the Unfair Business Practices Act.
