Centers for Medicare and Medicaid Services' state plan.

Washington's SCHIP State Plan was approved by the Centers for Medicare and Medicaid Services (CMS) on September 8, 1999.   The program start date was January 1, 2000.  Enrollment in SCHIP began February 1, 2000.   There have been six amendments to the original state plan:

     Amendment 1   This amendment allowed the assignment of eligible children into managed care plans and created eligibility requirements similar to the eligibility processes of the Washington State Medicaid program.  Program effective date was January 1, 2001.  CMS approval date was May 7, 2001.

     Amendment 2  -  This amendment removed the co-pay requirement.  Program effective date was January 1, 2002.  CMS approval date was July 6, 2002.

     Amendment 3  -   This amendment updated the SCHIP state plan to specify the States compliance with the final SCHIP regulation.  Program effective date was July 1, 2002.  CMS approval date was December 19, 2002.

     Amendment 4  This amendment allows SCHIP coverage for unborn children of women up to 185% of the Federal poverty level who are not eligible for Medicaid.  Program effective date was November 12, 2002.  CMS approval date was September 22, 2003.

     Amendment 5  This amendment changed the eligibility review period from 12 months of continuous coverage to 6 months of non-continuous coverage.  Program effective date was July 1, 2003.  CMS approval date was June 16, 2004.

     Amendment 6  This amendment increased the premium amount from $10 per child per month with a $30 family maximum per month to $15 per child per month with a $45 family maximum per month.  It also decreased the time allowed for non-payment of premiums from 4-months to 3-months, and decreased the waiting period after disenrollment for non-payment form 4-months to 3-months.  Program effective date was July 1, 2004.  CMS approval date was November 5, 2004.
