State Children's Health Program (SCHIP) - CHIP is a non-entitlement program in Washington State. Eligibility is determined using the same rules as Medicaid for children, except with higher income standards. Children who are eligible for Medicaid, or who have any "creditable health coverage", cannot be eligible for CHIP.
