Abstract:
The Parcel layer consists of parcels that are areas land in which the Department of Natural Resources holds some interest and are located anywhere in the upland area of the State of Washington. Three types of Parcels are currently held in the parcel layer. The number of Parcel types may increase in the future. Ownership Parcels, parcel type code 1, consist of Washington State owned land managed by the Department of Natural Resources. Most ownership parcels are held and managed for the benefit of some trust such as the Common School and Indemnity trust. Of the several parcel types, only Ownership Parcels represent the entire extent of the particular type of land managed by DNR. The other parcel types are incomplete data sets. Disposed Parcels, parcel type code 2, consist of ownership parcels that have been disposed of since July 1, 2007. A very few parcels disposed of prior to that date are also included. Easement Parcels, parcel type code 3, consist of various types of easements acquired for the State by the Department. Some of the Easements are negative easements over land not owned by the State, for example Conservation Easements which remove certain development rights away for the parcel owner. Other Easements are positive rights acquired by the State, such as roadway easements. |

Disposed Parcel. Ownership Parcels that have been removed from DNR stewarded and State owned status. All parcels disposed of since July 1, 2007 are include. A very few parcels disposed of prior to that date are included.
Easement Parcel - A right of use over the property of another. The easement is normally for the benefit of adjoining lands, no matter who the owner is (an easement appurtenant), rather than for the benefit of a specific individual (easement in gross). The land having the right of use as an appurtenance is known as the dominant tenement and the land which is subject to the easement is known as the servient tenement.

Lease Parcel
Resource Commodity Parcel. A parcel on which some natural resource commodity is bought or sold. For example, a timber sale parcel.
Permit Parcel. A parcel on which some party is granted a permit for some activity.

The easement spells out the rights the landowner retains and the restrictions on use of the property. Each of these rights and restrictions is negotiated between the landowner and the conservation organization holding the easement. A Forest Legacy Conservation Easement is acquired under the authority and provisions of RCW 64.04.130, the Cooperative Forestry Assistance Act of 1978, the Conservation and Trade Act of 1990, and the Food, Agriculture, Conservation and Trade Act of 1990.

The easement spells out the rights the landowner retains and the restrictions on use of the property. Each of these rights and restrictions is negotiated between the landowner and the conservation organization holding the easement. The National Coastal Wetlands Conservation Grant Program was established by Congress by the 1990 Coastal Wetlands Planning, Protection, and Restoration Act (50 CFR Part 84). Under the program, the USFWS provides matching grants for acquisition, restoration, management or enhancement of coastal wetlands.
Conservation - Other: A conservation easement is a legal agreement a property owner makes to restrict the type and amount of development that may take place on his or her property. The easement spells out the rights the landowner retains and the restrictions on use of the property. Each of these rights and restrictions is negotiated between the landowner and the conservation organization holding the easement. This category of conservation easements is for special cases that don't fit into the other categories.
Open space: The purpose of this easement is to preserve existing landscaped or wooded areas and/or to provide a developer-planted landscaped buffer area. A greenbelt is a type of open space.
Light and Air: An easement obtained from an adjoining landowner to protect against the obstruction of light and air which would result if a building or structure was constructed on the property granting the easement.
Milwaukee Road Corridor: Easements granted by DNR in the Milwaukee Road Corridor. See RCW 79.73.030.
Overflow: Easements to perpetually back and hold water upon or over the lands of another, and overflow such lands for the purpose of erecting, constructing, maintaining, or operating any water power plant, reservoir, or works for impounding water for power purposes, irrigation, mining, or other public use. See RCW 79.36.570.
Pipeline - Water Distribution: A water distribution easement is a special form of utility easement for the purpose of constructing and maintaining a major water distribution line. This type of easement is granted to water supply organizations.
Pipeline - Gas: Easement for the purpose of constructing, operating and maintaining a major gas distribution line. This type of easement is granted to an oil company.
Pipeline - Oil : Easement for the purpose of constructing, operating and maintaining a major oil distribution line. This type of easement is granted to a gas company.
Power- Transmission Line: Granted for the construction, operation and maintenance of major electrical power transmission lines over 39kV. This type is easement is granted to major electrical power supplier like the Bonneville Power Administration. See RCW 79.36.510.
Power- Distribution Line: Granted for the construction, operation and maintenance of electrical power distribution lines less than 39kV. This type is easement is granted to electrical power supplier like PUD's and includes power lines to residences. See RCW 79.36.510.
Railroad: A railroad easement is for the purpose of railroad construction, maintenance and use. See RCW 79.36.450.
Road - All Purpose: Granted for any and all road purposes. See RCW 79.38.010 and 79.38.020.
Road - NAP, NRCA Acquisition: Acquired for access a NAP or NRCA. See RCW 79.10.140.
Road - NAP, NRCA Grant: Granted across NAP's and NRCA's in lieu of court action by the dominant estate. See RCW 79.36.355.
Road - Public: Granted to a governmental entity for the construction, operation and maintenance or a public road. This does not include USDA-Forest Service easements. See RCW 79.36.440.
Road - Public Access Allowed: Easement allowing the public to use the road to access the Grantee's lands. This is not a public road such as those granted for county roads or state highways. See RCW 79.10.140.
Road - Residential: A private residential road easement is a road or driveway on the property of another, limited to the use of the owner or a group of owners who share the use of the road. A private residential road has not been given to a government entity (like a county or city) and accepted by that entity for public use.
Road - Resource Management: Granted for the purpose of the transportation of valuable materials removed from other lands. This includes USDA-Forest Service easements. See RCW 79.36.370 and 79.38.010.
Septic System: An easement to construct, maintain and use a septic system on the land of another.
Sidewalk: This is an easement for public or private sidewalk on the land of another. A sidewalk easement is needed only when the sidewalk is not located inside the roadway easement.
Structure: Granted to allow construction, use and maintenance of a structure or portion of structure. These are often associated with trespass resolution. See RCW 79.02.300.
Telephone: Allows the installation, operation and maintenance of telephone lines. See RCW 79.36.510.
Trail: Trail easement means a nonpossessory interest of a holder in real property for the purposes of creating and maintaining a trail for use by the general public.
Utility: A utility easement is for the placement of gas, electric or telephone lines, utility poles, utility trenches, water lines or sewer lines. Utility easements may be above or below ground or both. See RCW 79.36.510.
View: A view easement prevents someone from blocking the view of the easement owner, or permits the owner to cut the blocking vegetation on the land of another.
Water-Diking: An easement for a dike, usually granted to a diking or drainage improvement district. See RCW 79.36.540.
Water-Drainage: A drainage easement is the right of a property owner to enter another property to lay or maintain a drainage network. This can be above or below ground. See RCW 79.36.540.
Water-Irrigation: An easement for irrigation ditch or pipe line for irrigation. See RCW 79.36.540.
Water-Well or Cistern: This is an easement for the purpose of construction and maintenance of a well or cistern on the land of another.
